Background Australia and Indonesia initiated the Bali Process in 2002 through the convening of a regional ministerial conference on people smuggling, trafficking in persons and related transnational crimes. The objective of the Conference was to develop a framework for international cooperation in dealing with the issues of illegal and irregular migrants. The first Bali Conference agreed to establish two Ad Hoc Experts? Groups (AHEG), coordinated by the Governments of New Zealand and Thailand respectively. Ad Hoc Experts? Group I was established to promote regional and international cooperation, while the mandate of Ad Hoc Experts? Group II was to assist States to strengthen policy making, legislative arrangements and law enforcement practices. While the Bali Process is mainly a governmental forum, UNHCR is committed to actively follow-up on this process in the region under the guidance of the UNHCR Department of International Protection. This website therefore focuses on UNHCR's input to the process.
